This past summer Bill Phelps traveled to France to document the fifth edition of the Wheels and Waves Festival, the festival is "fuelled by a mixture of pure enthusiasm for bikes and the belief that there is a universal understanding amongst our fellow travellers – no matter where they come from or where they are going."
